ECD forms and contacts for Eastern Cape

The Eastern Cape Department of Education publishes NO downloadable ECD registration or subsidy forms on its own website. Its current site (www.ecdoe.gov.za, confirmed as the official domain because the national DBE's own Provincial Departments page links to it) is a 13-page rebuild whose entire sitemap I retrieved; the Document Centre and the ECD section list "ECD centre registration application forms", "Registration process" and "Funding requirements" as plain text bullets with no files attached, and the Circulars area says outright it will only become a searchable archive "in Phase 2". The older ECDoE site that used to host the Documents Library and circulars, eceducation.gov.za, is now completely offline (no TCP response on port 80 or 443) even though Google still indexes its form and circular pages, so any crèche owner following a search result to that domain hits a dead site. The only live paperwork route for an Eastern Cape crèche is therefore the national one: the DBE's Bana Pele / eCares online registration portal and the generic gov.za Form 11 / Form 16 service pages.

Registration now runs through the DBE's Bana Pele drive and the eCares system, whichever province you are in. Registration is free — nobody should be charging you for it.

Registration is free. If somebody offers to register your centre for a fee, they are selling you something the state gives away. Use the call centre number above instead.

Once you are registered, the paperwork does not stop.

The subsidy is kept by the quarterly returns, not the registration certificate. Zande builds them from the attendance you already mark and the costs you already record.
