The KZN Department of Education publishes NO ECD registration or subsidy forms on its own website — I enumerated all 151 WordPress pages and all 800 media-library items via its REST API, and the only ECD material that exists is media statements; there is no ECD landing page, and neither the "Forms" nor "Application Forms" pages contain Form 11, 16, 29, 30, GL Form 1, or any subsidy return. What KZN does publish is an official media statement confirming that KZN registration now runs entirely through the national DBE Bana Pele / eCares system (online at user-registration.dbecares.gov.za, a DBE WhatsApp Bot, or USSD published in the statement as "dialling 1347776#"), with support from NGOs and social workers across all 12 districts. The usable paperwork therefore lives on national government domains (education.gov.za, the dbecares.gov.za portals, gov.za), and note that the KZN site's older Joomla-era district-office and district-contact-PDF URLs that still rank in search engines are now all 404 — the department currently publishes no district office contact list at all.

Confirms KZN is running the Mass Registration Drive, that KZN already has 3 915 registered ECD programmes (3 865 centre-based, 50 non-centre-based), and names the three ways to apply: the eCares online system, the DBE WhatsApp Bot, or 'dialling 1347776#' (published exactly like that in the PDF - the digits look like a mangled USSD string, so treat the online portal as the reliable route). MEC Sipho Hlomuka states no centre will be shut down and that centres are being helped to reach Bronze-level conditional registration. Useful to a KZN owner as proof of the official process and as something to quote at a district office.

Registration now runs through the DBE's Bana Pele drive and the eCares system, whichever province you are in. Registration is free — nobody should be charging you for it.

Registration is free. If somebody offers to register your centre for a fee, they are selling you something the state gives away. Use the call centre number above instead.

Once you are registered, the paperwork does not stop.

The subsidy is kept by the quarterly returns, not the registration certificate. Zande builds them from the attendance you already mark and the costs you already record.
