ECD forms and contacts for Limpopo
Limpopo does NOT publish ECD registration or subsidy forms online. Its ECD section (Programmes > ECD) is titled "Curriculum Framework" and contains exactly two PDFs, and its dedicated Forms page carries only employment, home-schooling, EPWP, teacher-award and supplier-database forms with no ECD category at all. The one genuinely useful provincial document is the ECD Monitoring Tool, the questionnaire LDoE officials complete at centres affected by the function shift, which doubles as an accurate compliance checklist; for actual registration a Limpopo owner must go through the district office or the national DBE eCares/Bana Pele route, and Form 11 is explicitly stated by gov.za as collected in person, not downloaded.

| ECD Monitoring Tool final.pdf | The single most useful Limpopo-specific ECD document found. Official LDoE questionnaire titled 'Monitoring tool for Early Childhood Development centres affected by the function shift'. Its purpose line reads: to determine what systems ECD centres have and check whether reception by the Department of Education was effective. Sections cover Entity Particulars (name, contact person, physical address, district, circuit office, local municipality, nearest primary school), Legal Compliance (registered organisation yes/no, registration number and date, DSD number, EMIS number, NPO number, availability of constitution, availability of service plan, permission to occupy, service level agreement) and Governance (learner numbers, number of ECD practitioners, cooks, gardeners, permanent practitioners on the staff establishment). A crèche owner should use it as the exact checklist of what a Limpopo official will ask to see on a site visit. Verified as a real PDF, 173,778 bytes, %PDF-1.7. Listed on the ECD page with publication date 2025-10-30. |
| SAF-national-curriculum-framework.pdf | National Curriculum Framework, the programme-content standard an ECD centre is expected to deliver against. Not a registration or subsidy form. The national route, which works in every province
Registration now runs through the DBE's Bana Pele drive and the eCares system, whichever province you are in. Registration is free — nobody should be charging you for it.
- eCares registration portal (DBE) — create an account and lodge the application

Other Limpopo pages worth having open
- Register ECD partial care facilities (national service page) — National gov.za service page. Its 'Forms to complete' section states plainly that Form 11 is available at your nearest department of social development or municipal office, i.e. it is NOT downloadable. Valuable because it lists the full supporting-document pack the applicant must assemble: applicant particulars, physical and postal address of the facility, number of children, qualifications and experience, description of programmes, plus a business plan (hours, fee structure, day-care plan, staff composition, disciplinary policy), a constitution, an original copy of the approved building plans, an emergency plan, a clearance certificate and a municipal health certificate. Also states registration takes up to three months and the service is free. Note the page still routes applicants via Social Development and has not been updated for the function shift to Education.
- eCares Resource Hub (Department of Basic Education) — Official DBE eCares document library, confirmed on the site's own home page as 'an initiative of the Department of Basic Education' and quoted by Minister Siviwe Gwarube. This is the national Bana Pele / eCares registration route Limpopo owners fall under since Limpopo publishes nothing itself. Resources are dated 2026/08 and include applicant-facing guides plus how-to videos.
- Limpopo Department of Education - ECD programme page (Curriculum Framework) — The department's entire ECD section, reached from the main nav under Programmes > ECD. It is a downloads table headed 'Curriculum Framework' and displays the text '2 results found for your search'. It contains the two PDFs above and nothing else. There is no registration form, no subsidy form, no Form 11/16/29/30, no Annexure A/B/C, and no quarterly return here.
- Limpopo Department of Education - Forms page — The department's only Forms page. Included as negative evidence: its five tabs are Employment Form, Home Schooling Forms, EPWP Work Program Form, National Teachers Awards and Supplier Database Forms. Confirmed contents include the Revised LDoE Form Part I May 2026, the Revised LDoE Educator Posts Application Form 2026, the new Z83, the home education application form, EPWP and NTA forms, and per-district supplier-database PDFs (Capricorn, Head Office, Mopani, Sekhukhune, Waterberg). There is NO ECD category and no ECD form. A crèche owner should not waste time here.
- How do I register an ECD centre? (national FAQ) — Short national FAQ. Tells the applicant to contact the nearest Social Development office, get right of use and a health clearance certificate from the municipality, and contact the local Education and Health departments for further requirements. Its own link to the Guidelines for Early Childhood Development Services PDF is broken (see dead_ends).
- Registration - ECD Info Hub (DBE / UNICEF) — National ECD Info Hub explanation of the Mass Registration Drive and the Bronze / Silver / Gold tiers, and the APPLY - COMPLY - COMPLETE three-stage process. Confirms the pilot ran in Gauteng and roll-out is phased by province, which is consistent with Limpopo having no online forms of its own yet. Site footer states copyright Department of Basic Education / UNICEF.
- Contacts - ECD Info Hub (DBE / UNICEF) — National ECD contact directory. Carries the Limpopo provincial education physical address and a dedicated ECD-context phone number, plus the DBE ECD call centre number and the ECD Info Hub administrator email.

Once you are registered, the paperwork does not stop.
The subsidy is kept by the quarterly returns, not the registration certificate. Zande builds them from the attendance you already mark and the costs you already record.
