ECD forms and contacts for Northern Cape
The Northern Cape Department of Education publishes an ECD section and a full district contact list, but it publishes NO ECD registration forms and NO subsidy forms anywhere on its site - I confirmed this by fetching the ECD section, the ECD Programme page, the department's only "Forms" page (which is HR/vacancies material only), and by running the department's own site search for "subsidy", "registration" and "ECD", none of which returned a single registration or subsidy document. What the province does publish that is genuinely useful is a one-page ECD district contacts PDF naming the ECD head in each of the five districts, plus a contacts page with the head office and all five district office addresses and switchboards. Because the province publishes nothing, the real route for a Northern Cape creche owner is the national DBE Bana Pele / eCares online portal, and the numbered Children's Act forms (11, 16, 29, 30) are only obtainable from national/other-province government domains or NGO mirrors - note the site is HTTP-only, HTTPS does not connect at all.

This is a GOVERNMENT domain (Western Cape Education Department) but the form itself is the national Children's Act form and is identical for Northern Cape use - the Northern Cape does not host its own copy. |

Other Northern Cape pages worth having open
- Register ECD partial care facilities (South African Government services) — National gov.za service page setting out the partial care registration requirements, the supporting documents (business plan, constitution, approved building plans, emergency plan, clearance certificate, municipal health certificate), the three-month turnaround and that the service is free. IMPORTANT CAVEAT: this page is out of date - it still directs applicants to Social Development or the municipal office for Form 11, and it does not host a downloadable form. Use it for the requirements checklist, not for the process.
- What documents do I need to apply? (Bana Pele flyer) — Official DBE flyer (JPEG image, 2160x2160). I opened and read it: it states that to apply you must provide, for yourself AND all your staff, (1) certified ID copies and (2) completed Form 30s. This is the authoritative statement of what Form 30 is needed for at the APPLY stage. Resolved from the 'Required Registration documents' link on the Bana Pele page.
- eCares ECD registration portal (DBE) — The actual online application system for ECD programme registration - this replaces the paper Form 11/16 route at the APPLY stage and issues the Bronze certificate. It is a JavaScript single-page app, so it must be opened in a real browser. This is the single most important URL for a Northern Cape creche owner wanting to register.
- ECD (Early Childhood Development) - function shift explainer and ECD document index — The province's ECD landing page. Explains the ECD function shift from Social Development to Basic Education and states plainly that ECD centres will now be registered by the Department of Education. Carries the links to every ECD document the province hosts. NOTE: contains no registration form and no subsidy form. HTTP only - https:// to this host does not connect.
- ECD Programme — The second ECD page on the site. Carries the same ECD document link set as /index.php/ecd (district contacts, White Paper 5, Grade R roll-out plans). No registration or subsidy paperwork here either.
- Contacts - NCDoE head office and all five district offices — The department's current contact page: physical address, telephone and fax for the Kimberley head office and for each of the five district offices. This is where a Northern Cape creche owner should actually start, because the forms are not online. Note the correct path is /about-us/contact (singular) - /about-us/contacts 404s.
- Forms (NCDoE) — The department's only 'Forms' page. Listed here so nobody wastes time on it: it sits under Vacancies and contains ONLY employment paperwork (Z83, NCK1 teacher application, unemployed educators form, EA application form, research framework). There is no ECD registration or subsidy form on it.

Registration is free. If somebody offers to register your centre for a fee, they are selling you something the state gives away. Use the call centre number above instead.
Once you are registered, the paperwork does not stop.
The subsidy is kept by the quarterly returns, not the registration certificate. Zande builds them from the attendance you already mark and the costs you already record.
