ECD forms and contacts for Northern Cape

The Northern Cape Department of Education publishes an ECD section and a full district contact list, but it publishes NO ECD registration forms and NO subsidy forms anywhere on its site - I confirmed this by fetching the ECD section, the ECD Programme page, the department's only "Forms" page (which is HR/vacancies material only), and by running the department's own site search for "subsidy", "registration" and "ECD", none of which returned a single registration or subsidy document. What the province does publish that is genuinely useful is a one-page ECD district contacts PDF naming the ECD head in each of the five districts, plus a contacts page with the head office and all five district office addresses and switchboards. Because the province publishes nothing, the real route for a Northern Cape creche owner is the national DBE Bana Pele / eCares online portal, and the numbered Children's Act forms (11, 16, 29, 30) are only obtainable from national/other-province government domains or NGO mirrors - note the site is HTTP-only, HTTPS does not connect at all.

The actual Form 30 required by the Bana Pele flyer for the owner and every staff member. I opened it and verified the content: Regulation 50(1)(b), section 126(3) of the Children's Act 38 of 2005, addressed to the Director-General, Department of Social Development, Private Bag X901, Pretoria 0001. This is a GOVERNMENT domain (Western Cape Education Department) but the form itself is the national Children's Act form and is identical for Northern Cape use - the Northern Cape does not host its own copy.

4-page Form 11. I opened it and verified the header: Regulation 14, section 81 of the Children's Act 38 of 2005, covering a creche providing partial care. This is an NGO MIRROR (Centre for Early Childhood Development, cecd.org.za), not a government domain - no Northern Cape or DBE copy exists online. 3-page Form 16. I opened it and verified the header: Regulation 24, section 96 of the Children's Act 38 of 2005. A centre-based creche where children attend more than 16 hours a week needs BOTH Form 11 (the facility) and Form 16 (the programme). This is an NGO MIRROR (cecd.org.za), not a government domain.

I opened it and confirmed the index contains Form 11, Form 16, Form 29 and Form 30 (Form 30 is indexed at regulation 44 as the Part B National Child Protection Register enquiry). This is the most practically useful ECD-specific item the province publishes - it gives a named person to ask for. I extracted the text and the names/numbers are listed in the contacts section. Caveat: the artwork is branded 'south africa 1994-2014', so it is roughly a 2014 document and three of its five numbers differ from the department's current contacts page. Ring the contacts-page number first, ask for the named ECD head.

Critical detail for anyone hunting for form downloads: question 9 confirms that the submission pack with templates for all forms and policies for Silver/Gold registration is only released to ECD programmes AFTER they receive their Bronze certificate. That is why the numbered forms are not published for download by provinces. Caveat: this document is dated 2024 and still describes the drive as piloting in Gauteng, so its rollout status is out of date.

Once you are registered, the paperwork does not stop.
