ECD forms and contacts for Western Cape

The WCED has one genuinely useful ECD page — the partial care registration process page — which lists the full document checklist and names Form 11, Form 16, Form 29 and Form 30, but only Form 30 is actually downloadable from a WCED server; the Form 11 and Form 16 links do not exist at all. That page's own download links are broken: they point at an internal staging host (dxp-test.westerncape.gov.za) that returns 401, though the identical files do serve from the production host, which I fetched and confirmed by extracting the PDF text. Western Cape does not publish anything resembling a Form 6 or Form 7 quarterly subsidy return — Grade R subsidy claims here run off the Annual School Survey and CEMIS data under Circular 0026/2025, not off a downloadable claim form, so a crèche owner searching for those form numbers in this province will find nothing because nothing exists.

The only ECD registration form actually downloadable from a WCED server. Regulation 50(1)(b), section 126(3) of the Children's Act 38 of 2005. Every staff member and adult in contact with the children must submit one. NOTE: the registration page itself links this file on the broken staging host dxp-test.westerncape.gov.za (401). This production-host URL is the same file and I confirmed it by extracting the PDF text, which reads 'FORM 30 ... The Centre for Early Childhood Development is one of seventeen service providers appointed by the WCED to help centres register, so this is a credible source, but the file dates from 2020. WCED names Form 11 as the core application form on its own registration page but does not host it anywhere I could find. I confirmed this PDF is genuine Form 11 by extracting its text ('FORM 11 ... APPLICATION FOR THE REGISTRATION / CONDITIONAL REGISTRATION / RENEWAL OF REGISTRATION / REINSTATEMENT OF A PARTIAL CARE FACILITY (Regulation 14)'). Verify the current version with your district SSO before relying on it.
Circular 0026/2025: Grade R subsidies and other related matters as of 01 April 2026 THE subsidy document for Western Cape, current and in force (expiry date 31 March 2027). Confirmed rates for registered independent ECD centres from 1 April 2026: R6,600 per learner per year for no-fee sites, R3,780 for fee-charging sites. Covers learners turning 5 before 30 June, and 5-turning-6. Critically: subsidy claims are based on the 2026 Annual School Survey and CEMIS data, NOT on a submitted claim form — which is why no Form 6 or Form 7 equivalent exists in this province. Also covers SACE registration and UIF/PAYE obligations for practitioners.

Registration now runs through the DBE's Bana Pele drive and the eCares system, whichever province you are in. Registration is free — nobody should be charging you for it.

Registration is free. If somebody offers to register your centre for a fee, they are selling you something the state gives away. Use the call centre number above instead.

Once you are registered, the paperwork does not stop.

The subsidy is kept by the quarterly returns, not the registration certificate. Zande builds them from the attendance you already mark and the costs you already record.
